Does vbDrupal allow me to use Drupal-based themes for any of the supported theme engines (Smarty, PHPTemplate, etc.)?

Yes, it does, just install them as you would on Drupal.

what he said, plus you will need to customize the drupal_header and drupal_footer a bit to match your forums...
